Minnesota DHS fraud is at the center of David Hoch’s years long research into widespread abuse of state funded childcare, healthcare, and transportation programs, a conclusion he explains in detail during his appearance on WarRoom.

Minnesota’s Department of Human Services Is at the Center of the Fraud
STEVE BANNON (HOST): David, it’s been your investigation, and you’ve got the great videographers, these young videographers going around and being totally heroic and going to these places because it’s dangerous. Some of the videos, I think a lot of people haven’t even seen how dangerous it is for you guys to confront this. But I want to go back to the main thing. It’s not so much the videos. The main thing that’s made it accessible to the public. The main thing is actually the work. Explain for people for a second. How long have you been at this and why have you been at this? This is not your day job. What got you interested in doing it and how long have you been doing this research into this vast fraud that’s so much deeper and broader than just the daycare centers? What got you, what initiated you into this and why have you been doing it for so long?
DAVID HOCH (GUEST): Well, Steve, I was born in Minneapolis. I graduated from Annunciation grade school, which had that terrible shooting last July. I graduated from Washburn High School in Minneapolis. I graduated from the University of Minnesota in Minneapolis. And my office is in Minneapolis, and I’m sort of on the outer edge of this, what we call Little Mogadishu.
And I started to see all these child care centers. And I go, geez, I mean, we got more child care centers than we do children in Minneapolis. What is going on here? And so I started to look into who owns these child care centers, and every single one of them was Somali.
And I would see all these transportation vans going around with a Somali driver, but never, ever, ever, in seven or almost eight years, have I seen a passenger in any of those vehicles. I said, what is all this? And that’s how I dove into all of this network.
And that’s why I was able to say that the non emergency medical transportation is the hub of the wheel. And health care, child care, adult day care, autism, Feeding Our Future, they’re all spokes of the wheel. But it all revolves around the transportation companies.
And I just said, look, I was born and raised here. And when I got into it, so many times I wanted to stop because I said, I can’t believe this is real. It can’t keep going on in all these areas. And I just prayed. And I said, God, I can’t do this. And I just kept going and I kept going and I kept going.
So I got to a point where I had this massive amount of data. And everything that I say and I do is backed up 100% by documentation. And so these people, all they can do is default to calling me a racist, a Nazi, Islamophobe. None of that bothers me because they can’t dispute the facts, and the facts are what I present.
And so I said, look, instead of waiting for somebody to do something else, because everybody says, oh, we’re Minnesota nice, somebody will do something about it. They’re not. I’m the guy doing something about it. And I’m committed to seeing this all the way through.
And so after Nick and I released our first video, Governor Walz announced to not be seeking a third term. And this second video has got to be the final nail on his coffin. He’s got to go. The Democrats are starting to turn on him.
You said Jacob Frey, now after saying for years there was no fraud, now came out a couple days ago and said not always there’s fraud, but it’s a fraud crisis. And I said, for God’s sakes, what have I been saying for years?
And so when I put all this data together, I started to look at all these influencers on these social networks. And when I saw Nick Shirley, they said, he’s the guy. And I got him on the phone, and he was on a plane two days later to Minneapolis, and we started filming.
And of course, I’m wearing this Quality Learing Center sweatshirt, 1-800-FRAUD, because that misspelled word was the keystone to igniting a firestorm across the country. And all of these states now, people are going around and they’re saying, wait a minute, yeah, this child, I never see kids here.
And my goal is to bring this whole thing crashing down.
And look, you can blame the Somalis. Like when I spoke to Secretary Bessent when he was in town about a week and a half ago, I said, you know, you can chase the money wire and the transfers, but you’re letting the tail wag the dog. You’ve got to go to the source of the funding, and that is the Minnesota Department of Human Services.
And guess what? They’re in my sights now. Now that Nick and I have those videos out, they better be shaking in their boots because I know exactly what they’re doing and I’m coming after them.
STEVE BANNON (HOST): Hang on. Give me that again. The Minnesota, because this thing is…
DAVID HOCH (GUEST): The Minnesota Department of Human Services.
STEVE BANNON (HOST): Okay. And tell me why that is for our audience. Why is that going to scale this thing up? Why is that the beating heart of the problem?
DAVID HOCH (GUEST): So what happens is when we’re talking about child care centers, we’re talking about CCAP money as the main bundle of gold. And that’s child care assistance payments. Well, that is partly state money and partly federal money, and it’s done through Medicaid.
Same with the transportation company. Same with all of it. So that money flows through the state of Minnesota. It also comes from the counties and the cities, but the bulk of it comes from the state of Minnesota. And the checks are written by the Department of Human Services for all of this fraud.
Steve went around these transportation companies. One’s a liquor store. One’s a wire service. One’s an abandoned building. I mean, they don’t exist. They’re sending out checks to these phantom companies. And these Somalis are laughing. They’re going, these guys are idiots.
That’s why they set up shop in Minneapolis back in 1988. And they tested all these programs to see what in the world they could get away with. And they said, these people are idiots. So they expanded this program out, and then they sent them to Columbus, Ohio.
So when you look outside Somalia, the largest Somali population in the world is in Minneapolis, Minnesota. The second most is in Columbus, Ohio.
STEVE BANNON (HOST): When you say that they found out they’re idiots, they’re obviously complicit with it. The progressive left, Walz and these guys and Frey, who are two embarrassments. They understand the whole scam is built on this. They get illegal aliens in here, these people under these phony asylum or migrant refugee programs, these totally phony programs.
They get them into the system with some startup cash with the NGOs of source and these guys in care, but then the taxpayers, both at the state level and the federal level, pick it up. Then they get more illegals, they get more votes, more foreigners, more third world types for the votes. It’s the business model.
What you’ve gone in and done, you’ve punctured the financial part of the business model, have you not, sir?
DAVID HOCH (GUEST): I have.
So again, I spent a lot of time, almost eight years, putting this all together. And I have a very good idea of how everything is working.
The one wildcard that I can’t quite figure out is that the Somalis have set up a number of long haul trucking companies here in Minneapolis. And I’m not really sure what this is all about, but I have a pretty good idea.
You know, if you buy a luxury vehicle here and you ship it to L.A. or New York and you put it on a boat and you send it to Kenya, you can get three or four times what you paid for it here over there.
And Steve, you can see that Lamborghini was going to open a dealership in Minneapolis on 394. And they were going to target the Somali community. Why? Because the Somalis paid cash. They won’t pay interest. Cash. Have cash.
STEVE BANNON (HOST):
Hang on for a second. If the car’s worth $100,000, you can sell it for $350,000. Hang on a second. You’re going to stick around. The clip contrasts those on-site denials with current state registration records, pointing to an apparent fraudulent operation.
STEVE BANNON (HOST): David Hoch, you’re a hero and a patriot for doing this. And Nick Shirley, one of the bravest young men I know. Just explain to the audience what’s going on here, because I tell you, people see this and their blood’s boiling.
You know why? Because these people think they’re smarter than the American people. They’re laughing at folks. They’re laughing at you. You’re struggling. You’re barely getting by. You’re playing by the rules. You’re paying your taxes. You’re Edmund Burke’s little platoons. You’re building the community, the little leagues, the churches, the Lions Clubs, all of it. They’re stealing with both hands and they’re laughing in your face.
DAVID HOCH (GUEST): Yes, Steve. So like I say, I’m a lifelong Minnesotan, and I was number nine of eleven children. I paid for everything I ever had. I paid my way through college. I’ve always worked. I’m going to be 66 next month. I get up every day. I’m at the office by six, and I go home when the jobs are complete that day. I pay a lot of money in taxes. I’ve earned everything that I have.
And I look and I say, okay, well why wouldn’t these people be so grateful that they’re here in the United States? And just every day.
So my wife was originally from Cambodia. She is so grateful. She lived through the killing fields and Pol Pot. She’s the friendliest person you’ll ever meet. She’s grateful every single day to be in the United States. She never takes anything for granted.
And she got about halfway through our second video and she was shaking. She couldn’t watch it anymore.
And now I wear a bulletproof, stab proof vest when I go out. I have signs on my house that say homeowners are armed, dogs on premises, no trespassing. The lights stay on all night.
And look, I’m not saying everybody has to do what I’m doing, because it was very dangerous and it continues to be dangerous. But this has to be the spark where people say, okay, this is enough.
Because eventually they’re going to take me out. I got a bounty on me, and I need to know that all this was not in vain.
STEVE BANNON (HOST): Hold it, hold it. The Republicans in Minnesota have forced the Minnesota government to have you have 24 hour security, do you not, sir, by the state?
DAVID HOCH (GUEST): The answer to your question is not by the state, no. I’ve not been offered protection. I’ve worked with Homeland Security, and they’re not far from my home, and they do offer some protection at night. And I was told that if I need an agent outside my residence, that it’s a phone call away.
I don’t want to live like that, Steve. I don’t. Then I’m basically living in a bubble. I’m in a prison. And I just don’t want to do that. My kids are terrified.
My father, before he died, he said, please don’t do this. They’re going to take you out. And I just, I have to do it. I can’t. It’s in my DNA.
And look, we’re in the only other time in American history that I can point to what we’re going through right now is the Civil War. We are going to a civil war right now. But it’s magnified because this is a battle between good and evil.
And my feeling is you’re either with me or against me. There’s no middle ground on this. You can’t straddle the fence. You’re on my side or you’re in favor of evil and fraud and all those things that go with it, and all these corrupt politicians.
So you’ve got to make a decision. Either way, I’m moving forward and you’re going to get plowed through. You’ve got to decide which side you’re on.
STEVE BANNON (HOST): I know you’ve been doing this fraud investigation. I want to announce now, too, what a patriot is on WarRoom Texas tonight. I’m starting a show with David Hoch.

David, before I let you go, we’ve got about a minute. And I know you don’t want to get involved in political issues, but you’ve seen what’s happening in Minnesota. You heard Walz’s response. You heard Frey’s response. You’ve seen the madness every night.
Do you believe, if you were in the Oval Office right now and the president asked you one question, hey David, I know you’ve been working on this thing. This is spinning a little out of control at night. Should I invoke the Insurrection Act? What would your recommendation be to him?
DAVID HOCH (GUEST): Before I would do that, I would announce that I’m cutting off all federal funding to the state of Minnesota.
The government here doesn’t understand the Supremacy Clause. They’re living in a fantasy land that they can tell ICE what to do.
And I think when it comes to it, the president should invoke the Insurrection Act. Absolutely. One hundred percent.
