The Push For America First In AI Means Crushing China’s Capabilities, Not Arming Them

Big tech’s plan to arm China with the chips they need for advanced AI is the exact opposite of an America First strategy.

WATCH THE CLIP BELOW:

This clip aired on WarRoom’s morning show on November 26, 2025. Transcript begins below (lightly edited for clarity; may contain minor errors).

JOE ALLEN: The Push For America First In AI Means Crushing China’s Capabilities, Not Arming Them

STEVE BANNON (HOST): Joe Allen, we want to make sure that those folks are the ones that are taken care of when we talk about artificial intelligence. I’m not feeling it. I’m feeling a jobs apocalypse coming everywhere. What do you got for us today? A lot of things happening in politics, a lot of things of this executive order. We got a couple of minutes here, and then the whole next segment is yours. What do you got for us this morning, sir?

JOE ALLEN (GUEST): Well, big announcement, Steve. Two former congressmen, Chris Stewart and Brad Carson, have launched a pro human PAC. It’s called Public First. You can find the info at publicfirst.us. Their goal is to take on the influence of people like Greg Brockman, Marc Andreessen, Joe Lonsdale and their super PAC Leading the Future.

They have roughly $100 million right now. Two candidates who are pushing the big tech agenda. Fifty million they want to support who are willing to stand up against big tech and are willing to stand up for just sensible regulations and guardrails put on AI.

STEVE BANNON (HOST): And when was this announced, and how big is it?

JOE ALLEN (GUEST): It was announced yesterday, and depending on how much support they can get and what candidates are willing to stand up, it could be enormous. This entire fight right now over the moratorium being snuck into the NDAA, or the supposed the draft of the EO to do much the same, what they want to do is ensure that states have the right and the flexibility to craft their own laws. They want to see sensible child protection laws put in place. And of course, on our side of this, they want to see strong export controls for chips going to China and other rivals.

Hopefully they’ll support candidates that are willing to cut China off entirely on this.

STEVE BANNON (HOST): Joe Allen, we have the moratorium. They are trying to slip this thing back into the NDAA. Remember, it is a big, beautiful bill. So they take a 9000 page document that is a must pass, like NDAA, the National Defense Authorization, and they want to slip the moratorium in there that essentially gives the Broligarchs and the frontier labs total ability of anything they want, any time they want, with no looking over the shoulder, no saying, hey, you know, we have to, and we had the, you know, Megan Garcia on her horrible story about her son who committed suicide that was led on by one of these chatbots, and the team at Google that was spun out to the new company knew exactly what they were doing. And so these people are some of the worst people on Earth. They are amoral, and right now they are totally in charge.

I’m not so sure the answer is having states do fifty different, you know, state requirements, but this is a forcing function to make people come to the table to have some, you know, some logical regulations here. What they do not want, what Ted Cruz and this crowd wants, is they just run like total free birds, and that cannot happen.

Then you have the executive order, which I understand it put the national labs, which were so central to the nuclear weapons because these guys have been yelling they want control of them ever since DeepSeek came along. You put them in a whole of government approach to make sure that we are at the cutting edge of pushing AI technology. I understand that. But two things. Number one, you must deal with what we are doing with the Chinese Communist Party. We are building their AI. They may have a couple of scientists and technologists that are great, but we are building it. We are selling them the chips, and the chips, you know, Jason or Jensen Huang, he is an arms dealer. He is like Khashoggi. These things right now are arms or weapons just like the nuclear weapons were weapons. Advanced AI. He is an arms dealer. He will sell to anybody. Remember, he is all, we do not care if China gets it, it is going to be fine. If a Chinese company wins, it is going to be fine. No, dude, that is not how Americans think. That may be how you think because you are an agent of influence for the Chinese Communist Party and an arms dealer, but that is not how normal people in this country think. So that is not going to happen.

Also, in this executive order, we are going to have to talk about the financing. You are going to have to talk about the data centers. Who is going to finance it? How is it going to be financed? Where are they going to go? Are we going to have it in every small town in America? And what are the American people going to own? Because I think in the ninety day analysis they do for the national labs or weapons labs working with AI and how this works out, which is a major effort, like the Mercury program, like the space program, or like the Marshall Program, one of these whole of government, whole of society. At some point in time you have to be thinking about, well, hang on, hang on. How does this thing get carved up? Do we just let a handful of these guys have companies that are worth a trillion dollars, and the average American who is on the hook is the full faith and credit in the United States and they are paying the taxes to pay for the weapons lab, they get nothing. That is just not how it works.

If you are going to finance things, you are going to have to get a taste. Now you are going to see how patriotic they are. When you mention that, hey, some of your equity has to come to taxpayers in this country, citizens, you will see how red, white, and blue this crowd is. They will scream holy hell before they give you anything because they are the most selfish, narcissistic, evil people on Earth.

Joe Allen, this is your beat. What do you got for me here?

JOE ALLEN (GUEST): Well, on the note of the moratorium, it is unclear what angle they are going to take, but they are not going to stop. There are two major contradictions at the heart of this. The first is the push to make America first in AI, the golden age that we are promised, while simultaneously you have people like David Sacks supporting chip exports to China. So if it is America first in AI, why would you supply your most important rival, China, with the hardware and capability of keeping up with you?

Some would say that David Sacks would say, oh well, that’s because it will keep China dependent on our technology. Well, they don’t really have any other options. They only have for the next few years. So if we really, we don’t want, we have no reason really. I think that if anything, if you were to take a cynical point of view, what that does is it keeps our rival moving ahead and provides a justification to keep the U.S. moving ahead to create powerful AI systems and to deploy them across every sector, from the military down to the government, to corporations, to schools, even churches, and then on the social level to have people basically addicted to everything from goon bots to groom bots provided by XAI and Meta and others. And there is no real safety standard or guardrails put in place at all.

They talk all the time. We need one federal standard. They do not have a clearly articulated list of federal standards that they are offering in place of this. You have Josh Hawley pushing forward child protection legislation at the national level. You have Josh Hawley pushing forward AI risk assessment legislation at the national level. But none of that is assured of going through anytime soon. States have the ability right now to put in regulations that can move much more quickly than the federal standards, and they are doing so. You see it in Utah. You see it in California. You see it in Ted Cruz’s Texas. You see it in New York. Everywhere, states are acting. And the moratorium would block that entirely, not to benefit the American people who need AI. We have not needed it for the last quarter million years. It is to benefit the people producing and deploying it.

STEVE BANNON (HOST): There’s a lot of work to be done. This is one of the things that’s the most, I don’t know, for the next 50 years. So the WarRoom Posse’s voice has to be heard and will be heard. But we’ve got some tough pick and shovel work to do, and we’ll develop this obviously next week. Mike Davis is going to join us on Monday. There’s a whole plan laid out. This is huge, huge, massive, particularly with the holiday weekend, to get your insights.
