Alex DeGrasse joined Steve Bannon to run through the latest redistricting battlefield. He walked state by state through what is locked in, what is being challenged, and where Republicans still have a shot to pick up seats. DeGrasse warned that "net 10 minimum” is required or "we are going to have a very tough November.”

Scroll down for DeGrasse’s full state by state notes.

This clip aired on WarRoom’s Saturday show on November 22, 2025.

The Redistricting Battlefield: Key Takeaways from the Clip

CONFIRMED POSITIVES:
OH +2 (finalized)
MO +1 (if petition mess resolved)
NC +1 (2023 map upheld, 2025 map expected upheld)
Subtotal: +4

DEMOCRAT MAPS BEING CHALLENGED:
UT -1
CA -5
CA is the most gerrymandered map in the country
UT and CA are being challenged
We are still fighting the Dem CA and UT moves
Subtotal: -6

GOP STATES STILL IN PLAY:
IN pushing +2 (House ready; Senate may betray)
KS possible +1 (depends on veto override)

COULD ADD:
FL (map is not due until spring 2026)
LA (if the Supreme Court rules with the GOP)
It is tough but possible

NOT LIKELY OR DEFENSIVE ONLY:
NE likely 0
NY is a defensive fight to protect Malliotakis
VA likely pushed to 2028
MD requires the courts

BANNON: 16 to 18 gross. Net 10 minimum
DEGRASSE: "Net 10 minimum or we are going to have a very tough November.”

Notes From Alex DeGrasse: State by State Redistricting Overview

Below are the notes DeGrasse sent over, outlining the current redistricting landscape state by state. These are his exact updates on where the fights stand, what is finalized, what is pending, and what is still possible.

  1. Ohio is the only state to finalize its redraw for 2026.

  2. Republican states redrawn:
    • Texas’ map is temporarily back in place for 2026 while the Supreme Court considers the state’s appeal. The state appealed Friday evening, and Justice Alito quickly called for a response and issued an administrative stay.
    • Missouri is under investigation for using illegal immigrants to circulate petitions in their effort to block the new congressional map.
    • North Carolina. The state’s 2023 map was just upheld by a federal court, and the court is expected to uphold the 2025 map soon.

  3. Democrat states redrawn:
    • California. California faces a preliminary injunction hearing in mid-December. The state is playing hide the ball with who drew their congressional map. That is not surprising given that the map drawer, Paul Mitchell, recently said the first thing he did was create a new Latino district even though the law did not require it. California took a VRA compliant map and made it even more racialized. The map drawer and the legislature admitted to doing that. It is a blatant 15th Amendment violation.
    • Utah. The judge has been asked to stay her decision because of the late delivery of the file and the unusually high number of errors in the map. Expect a potential appeal to the Utah Supreme Court and eventually the U.S. Supreme Court if she does not issue the stay.

  4. Democrat states pending:
    • Illinois. Qualifying has closed for 2026. It is unlikely they will reopen qualifying, but they technically might be able to. Time seems to have run out in Illinois, but TBD.
    • Maryland. Maryland’s Senate president remains opposed, and the effort seems to have somewhat stalled. Republicans have sued already this decade and won and are prepared to sue again. If Maryland tries to go 8–0, we will sue for a 5–2–1 map.
    • Virginia. Virginia Democrats are facing a lawsuit in Tazewell County, a narrow Senate majority, and no room for error. Could it happen? Yes. Is it easy? No. Are there multiple choke points where Republicans could potentially stop them? Yes. Virginians should be ready to vote in late April to defeat a left-wing takeover of Virginia.
    • New York. New York is suing itself to try to draw out Nicole Malliotakis. They are in front of a favorable judge, but because of what they did and how they did it, they have put every state VRA at risk on appeal.

  5. Republican states pending:
    • Indiana. The Indiana House is still planning to come in for a special session in December to vote on a new map. Will Indiana Senate Republicans show up and vote too?
    • Kansas. Kansas Republicans intend to take up redistricting during the regular session. The question there is whether enough Republicans will vote to override the governor’s veto.
    • Florida. Governor DeSantis continues to champion redistricting. The House’s redistricting committee will start meeting in December. Florida does not have to pass a new map until spring 2026 because of how late their primary is.

  6. Callais:
    • We continue to wait for a Supreme Court opinion in Louisiana v. Callais. The earliest we expect an opinion is January.
    • Louisiana has already preemptively shifted its primary back to give the Court time to rule.

More:
• Liberals in Utah drew a map that cuts houses in half and bisects cities that should have been whole. It is a mess of a map.
• What Virginia Democrats are doing violates the Virginia Constitution and the Virginia Code. It is a lawless enterprise.
